Celestine Okanya is an International Expert on Nonprofit Organization Management and administration.
He is a University of Jos trained Pharmacist and a Registered Clinical Pharmacist. He practiced as a military pharmacist. He has over 30 years diverse professional experience ranging from Research, Pharmaceutical Sciences, corporate management, Academic Planning, and management of Nonprofit Organizations.
Celestine worked for United Nations Industrial Development Organizations UNIDO as a National Consultant and Chief Executive Officer of NiNAS under National Quality Infrastructure Programme NQIP funded European Union and Federal Government of Nigeria and implemented by UNIDO.
He was appointed by the Board as the Director General of Nigeria National Accreditation System, NiNAS following the end of UNIDO NQIP.
Celestine Joined Nigeria National Accreditation System (NiNAS) from Peaceland College of Education, Enugu where he was Director, Academic Planning.
Prior to this, He held other positions, including; Principal Consultant, SSN Consulting Nigeria; Executive Director, Partnership Opportunities for Women Empowerment Realization, POWER. Power is the NGO of Her Excellency, Barr (Mrs) Obioma Liyel Imoke, the wife of the former Governor of Cross River State.
Celestine served as the President of Children and youth International (CYI), a US based Nonprofit Organization.
Celestine Okanya is currently the President of the Regional Accreditation System (RAS) for ECOWAS region. He is also the Chairman of Pan African Quality Infrastructure PAQI. PAQI is continental forum for all Africa Quality Organizations apex bodies namely ARSO, AFRIMET, AFSEC and AFRAC.
He is an alumni of University of Jos, Nigeria, Hamline University St Paul MN, United States, and Chulaongkorn University, Bangkok, Thailand. Celestine has attended over 25 certificate and Diploma courses in different strategic economic fields such as economic development, strategic planning, Health Economics, Pharmaceutical Sciences, Management, business Laws, Policy Development and Research writing.
He is a certified ISO Standards Trainer.
While in United States, Celestine worked a high profile volunteer to George Bush Campaign, American Red Cross and other NGOs.
In 2011, Celestine submitted what became the campaign plan for Goodluck Jonathan Campaign for free. This campaign was acclaimed to best campaign plan ever implemented in Nigerian election since our independence. He was appointed a Campaign Strategist for South-South, a position he did not take up.
His Military Career was eventful and he left foot prints in Nigeria Army as the First ever Drug Information Officer of Military Hospital Ikoyi. He was also the Pioneer Editor of Cliniscope, a medical journal published my military hospital Ikoyi. Celestine work with very high profile and top Military Leaders before his voluntary discharge from military service.
In 2019, Celestine coordinated a team of Experts that reviewed the then draft National Quality Policy for Nigeria as the Secretriat of NQP.
This policy was validated by the stakeholders both national and international and donor agencies. In February 2021, the Federal Executive Council FEC chaired by President Mohammadu Buhari, approve NQP as a National Quality Policy.
Its worthy to note that Celestine has ingeniously ran NiNAS for 2 years without government funding. NiNAS is one of the few Agencies or organizations that has achieved 95% paperless environment. He is best described as a Strategic Planner and a Development Expert.
The list of his achievements is too long for this short profile. Ndi Igbo should be proud of his exploits.
